GRS Regulatory Update: 
SNF Review and Correct Report and Confidential Feedback Report Issues

Background

On August 23, 2017, the Centers for Medicare and Medicaid Services (CMS) notified Skilled Nursing Facility (SNF) providers that there are two issues in the technical coding of the Review and Correct Report associated with the SNF Quality Reporting Program (QRP). The CMS update is available on the CMS SNF QRP Data Submission Deadlines page (http://go.cms.gov/2iyfgH9).


  1. For the SNF Review and Correct Report, when modification records are submitted for a patient stay (for quarters one or two of calendar year 2017), the new information is not being recalculated into the measure results.  This applies to all measures on the SNF Review and Correct Report. Action is being taken by CMS with the goal to have this issue resolved by early September 2017.

  2. There is a technical issue with the coding of the calculation for one of the SNF QRP measures, the Application of Percent of LTCH Patients with Admission and Discharge Functional Assessment and a Care Plan that Addresses Function (NQR#2631). This technical coding also affects the SNF QRP Confidential Report. Action is being taken by CMS with the goal to have this issue resolved by early December 2017. Once the issue has been resolved, this data will be recalculated and updated results will be available on the Review and Correct Report as well as the SNF QRP Confidential Report.


Next Steps

CMS is also working to modify the assessment measure data submission deadline as follows:


Early September, 2017

Review and Correct Reports will be corrected to enable modified records

Mid-September, 2017

SNFs will be able to access, view and once again modify Q1 2017 data used in the SNF QRP assessment based quality measures

Early December, 2017

Updated Review and Correct Reports will include technical updates to the calculation of the measure ‘Application of Percent of LTCH Patients with Admission and Discharge Functional Assessment and a Care Plan that Addresses Function’

Early December, 2017

Release of the SNF QRP Confidential Feedback Reports (SNF QRP QM Reports)

May 15, 2018

SNF QRP data on measures for Q1, Q2, Q3, and Q4 will have a single submission deadline of May 15, 2018 which is the same deadline for CY2017 Q4. This deadline will also apply for SNF QRP FY2019 APU determination and will include all 4 quarters as well.
