Genesis R​ehab Services’ Alice Bell, Vice President for Clinical Services, named to CMS’s Skilled Nursing Facility Payment Models Technical Expert Panel

Kennett Square, PA – March 9, 2015—Alice Bell, our Vice President for Clinical Services, has spent more than two decades atGenesis building her career as a patient and industry advocate.


That’s why it’s no surprise that she was nominated by the American Physical Therapy Association (APTA) to serve on the Centers for Medicare & Medicaid Services (CMS) Skilled Nursing Facility (SNF) Payment Models Technical Expert Panel (TEP).


Alice will join other experts in skilled nursing and post-acute payment policy—as well as provider and patient representatives—to serve on this panel.  According to Acumen, a firm that provides government agencies with research and analysis on public policy issues, “Panelists will use their expertise to assess whether the models are likely to achieve the intended goals of promoting individualized care and positive resident outcomes,” and will “measure the impact of alternative payment models on residents, providers, and the overall Medicare system.” The outcome of the panel’s work has the potential to affect FY16 SNF PPS rules.


Roshunda Drummond-Dye, JD, Director of Regulatory Affairs for the American Physical Therapy Association, expects Alice to make great contributions on the TEP, stating, “APTA is honored to have Alice Bell represent the profession on the Centers for Medicare and Medicaid Services (CMS) Technical Expert Panel to overhaul the Skilled Nursing Facility (SNF) Prospective Payment System. Dr. Bell has a wealth of experience and a comprehensive knowledge of Medicare payment and long-term care. She will serve as a valuable asset to CMS and the profession as we seek to meet the common goal of creating a patient-centered, coordinated payment system.”


A physical therapist by training, Alice holds a bachelor’s degree in Physical Therapy from Northeastern University, and a Doctorate of Physical Therapy from the University of Montana.  She is a Board Certified Specialist in Geriatrics through the American Physical Therapy Association (APTA), and is an active contributor to industry publications. For Genesis Rehab Services, Alice was instrumental in the development of Balance In Action, an evidence-based clinical approach to fall-risk management.
